Khaled Ahmed Nouman founded and leads ESSBC, bringing more than 30 years of experience across national digital transformation, sovereign platform architecture, government execution, and industrial digital operations.

Executive Biography

Khaled Ahmed Nouman is the Founder and Chief Executive Officer of Al Emarat for Solution Systems and Business Consultancy (ESSBC). He leads the firm's mandate to help governments, public institutions, and enterprises translate strategy into durable operating models, sovereign digital platforms, and measurable transformation outcomes.

His career spans more than three decades across systems analysis, government platforms, enterprise applications, institutional governance, and industrial digital operations. Before moving to the United Arab Emirates, he built 11 years of foundational experience in Syria across government, banking, healthcare, education, transport, and industrial systems — establishing the technical and analytical base that would later shape his leadership in large-scale institutional delivery.

Over the past 23 years in the UAE, Khaled has worked across public-sector transformation, enterprise platform delivery, and nationally significant institutional programmes. His experience includes executive leadership, programme architecture, systems integration, governance design, business-process transformation, and the structuring of operating models that allow digital institutions to function sustainably beyond individual projects.

Khaled's leadership profile combines deep technical and analytical grounding with executive programme delivery, institutional governance, and transformation leadership. This combination has enabled him to lead and contribute to major initiatives across government services, licensing, municipal operations, national registries, industrial operations, and enterprise transformation.

His approach is founded on a clear principle: real transformation is not achieved through software alone, but through architecture, governance, capability building, adoption, and knowledge transfer.
